At the request of the Prime Minister, a joint working group from the Ministries of Justice and the Interior determined the conditions for creating a domestic violence prevention file, called FPVIF.

This file aims to ensure shared knowledge among field actors about perpetrators of domestic violence and to improve the effective consideration of “dangerousness alert points.” It will also provide a tool, updated based on the actions taken, to trigger support and prevention measures either by the judiciary or by the internal security forces.

To successfully carry out its work, the working group sought the assistance of a project management support team with the goal of scoping the project by establishing a roadmap, implementation scenarios, project division, and decisions to be made.

Solution

To address the challenges of scoping the project, Onepoint proposed the following approach:

  • Co-creation of the project organization with the working group members.
  • Identification of a feasible target system to be achieved in the short term.
  • Collection and analysis of business needs in relation to the identified target.
  • Delivery of an implementation roadmap.

Results

The scoping phase allowed the development of a functional specification and three scenarios created based on discussions during the interministerial working group meetings (MI/MJ) (organized between the DGGN, DGPN, ST(SI)², SNUM, DAP, DACG, DACS, DGCS, and DLPAJ) and during business interviews conducted with the various services of each stakeholder and with associative actors involved in the fight against domestic violence (VIF).

As part of the “Public Action 2022” modernization program, the Ministry of Justice initiated a transformation project aimed at simplifying the process of applying for legal aid for citizens and improving the processing of these requests by legal aid offices (BAJ) in judicial courts.

To successfully carry out its work and meet the objectives set by the President and the Prime Minister, the project management team within the Legal Access and Justice and Victim Assistance Service (SADJAV) sought support to assist with the strategic and operational management of the project, as well as the design and deployment phases of the tool across the entire national territory.

Solution

Onepoint is working as an integrated team with the project management of the SIAJ project. To carry out its work, the team proposed the following approach:

  • Developing a realistic roadmap with achievable objectives.
  • Proposing a user-oriented solution (for citizens and ministry agents).
  • Co-creating the tool with the jurisdictions.

Results

The optimization of the citizen-facing interface application focused on user needs and incorporating user feedback. The industrialization and orchestration of tests (establishment of tools and KPIs) were implemented, and the deployment of 135 legal aid offices was projected for the end of 2022.
